Rural Talent Search (RTS): Annual Performance Report and Executive Summary

The results of the learning outcomes for the RTS program for school year 2006-07 are as follows.  The information was collected throughout the school year (September 1, 2006 through August 31, 2007) in the Blumen Database and then reported in the Department of Education Talent Search Annual Performance Report (APR).  Of the 601 participants served during the Academic Year 2006-07, all 481 participants who were non-senior (6-11th graders) participants and were promoted to the next grade level in middle or high school.  100% of participants were promoted.  Of the 601 participants served in RTS during this time, 120 were high school seniors.  All 120 senior participants successfully graduated from high school.  All 120 graduating senior participants who applied to a Texas college or university completed and submitted a Texas Common Application.  Others applied to Community Colleges (like San Antonio Community Colleges and/or  Austin Community Colleges) and used their applications for acceptance.   93 (77%) of the 120 graduating seniors enrolled in a postsecondary institution. 
The results from this report will be used to determine whether or not the program met and/or exceeded its objectives.  The RTS Program will use the data results to make improvements and enhance the program’s services for student success in the areas of retention, graduation and postsecondary enrollment.

601 Participants, between the ages of 11 and 18. 266 were male, 335 female. 411 were low-income and first-generation students, from the San Marcos and Seguin ISDs.

Outcome Objective 1 – 90% of non senior (secondary and middle school) participants served during each project period will be promoted to the next grade level at the end of each academic year.
RESULT: 100% OF NON SENIOR PARTICIPANTS WERE PROMOTED TO THE NEXT GRADE LEVEL.
 
Outcome Objective 2:  90% of high school seniors (and their equivalents in alternative education programs) will graduate from secondary school or receive a certificate of high
school equivalency during each project period. 
RESULT: 100% OF HIGH SCHOOL SENIORS GRADUATED FROM HIGH SCHOOL.
 
Outcome Objective 3 – 100% of “college ready” project participants will apply for financial aid during each project period.
RESULT: ALL 100% OF ‘COLLEGE READY’ PARTICIPANTS APPLIED FOR FINANCIAL AID.
 
Outcome Objective 4 – 90% of “college ready” participants will apply for postsecondary school admission during each project period. 
RESULT: 100% OF ‘COLLEGE READY’ PARTICIPANTS APPLIED FOR POSTSECONDAY SCHOOL.
 
Outcome Objective 5:– 70% of “college ready” participants will enroll in a program of postsecondary education during each project period (or during the fall term).
RESULT: 93 OUT OF 120 ‘COLLEGE READY’ PARTICIPANTS ENROLLED IN A PROGRAM OF POSTSECONDARY EDUCATION IN THE FALL 2007.

Recommendations/Action Plan: Describe specific actions or programmatic changes you will make resulting from this assessment.
 
  1.  RTS advisors will host multiple parent and student evening workshops to assist families with applying for college admission process and the financial aid process. 
  2. RTS will hire more college interns to help meet the needs of one-on-one assistance for graduating seniors in the process of applying for postsecondary education. 
  3. RTS advisors will continue to work diligently with middle school and high school participants assisting them in meeting their academic goals. 
 
 
Changes made after assessment (Fall, Spring or Summer):
 
In the Fall and Spring, RTS made the following changes:
 
1.      RTS advisors hosted over 30 parent and student evening workshops to assist families with applying for college admission process and the financial aid process. 
2.     RTS staff met with Texas State and Austin Community College Office of Admissions and the Financial Aid offices to be trained by their staff in assisting our students with the process of applying for college and financial aid.
3.     RTS hired a total of 13 college interns to help meet the needs of one-on-one assistance for graduating seniors in the process of applying for postsecondary education. 
4.     RTS hired 9 College age mentors to meet with students about college and career exploration.
5.     RTS advisors continue to work diligently with middle school and high school participants assisting them in meeting their academic and personal growth.
