Preamble
The Underrepresented Student Advisory Council (USAC) is a multicultural programming and leadership development council composed of various recognized, university student organizations. The council welcomes and supports organizations whose majority membership includes persons from groups that have been and continue to be underrepresented in higher education and include a multicultural and educational component in their programming. The mission of USAC member organizations is to represent and promote diversity and equal opportunity initiatives in support of a more inclusive society. USAC supports this mission by funding events and activities that enhance a diverse environment here at Texas State.
Article I: Name
Section 1.This organization shall be known as the Underrepresented Student Advisory Council (USAC).
Article II: Member Organizations
Section 1. This USAC Council shall be open to any university organization in good standing that serves a constituent population of underrepresented students and works towards improving the diverse culture at Texas State University.
Section 2. Each member organization is required to elect or appoint one to two delegates to serve on the council. These delegates will be elected in April to ensure that new delegates will be trained in preparation for the next academic year.
Section 3. Member organizations in good standing and active status will be able to submit funding requests that will be reviewed by the USAC Cultural Representatives
Section 4. To remain in good standing and maintain active status member organizations must:
- Be in compliance with USAC and SOC (Student Organization Council) regulations, including but not limited to:
1. Current registration with the campus activities office with the proper
documentation on file
2. Be represented at all USAC meetings and events
3. Attend any SOC functions that are required of the organization (i.e. Leadership
Exchange in April)
4. Correctly fill out and return USAC funding forms
Section 5. Organizations will put on "Inactive Status" if:
A. The organization has three unexcused absences at events and/or meetings. In order to not receive a penalty, the organization must request an excuse of absence from the USAC GRA three days prior to the event.
B. Missing three events and/or meetings, prevents the organization from applying for funding for the following semester.
C. If the organization fails to turn in the proper funding information within two weeks of their event, the organization will be unable to apply for more aid until the paper work is turned in.
Section 6. Cultural Representatives shall determine the frequency of admission of new organizations to USAC during the academic year. Organizations desiring membership in USAC must:
A. Add support and promote diversity initiatives
B. Meet all criteria of member organizations. (This includes attending all Bobcat Days if possible)
Having met the aforementioned conditions, the organization must:
A. Review USAC’s constitution with his/her Cultural Representative.
B. Be nominated for membership by at least one of the following, Advisors, GRA, Cultural Representative or other USAC organization.
C. Be approved by a majority vote of the cultural representatives (this can be achieved at a USAC meeting or over e-mail)
Article III: Delegates
Section 1. Delegates must have, and maintain for the duration of their term, at least a 2.3 TX State GPA.
Section 2. If a member organization misses three meetings and does not fulfill requirements for two consecutive semesters this will result in removal from the council for the next academic year.
Article IV: Cultural Representatives
Section 1. Areas to be covered by Cultural Representatives (CR’s) shall include:
- African American
- Asian, African, and International
- Lesbian, Gay, Bisexual, and Transgender (LGBT) and Disabilities
- Hispanic
- Native American
Section 2. The Cultural Representatives and the Graduate Research Assistant (GRA) shall comprise the Executive Board and they shall coordinate all activities of the USAC between regular meetings. At each regular meeting, CR’s will report their activity and seek approval from the organization.
Section 3. Selection of Cultural Representatives
Nominations for Cultural Representatives will be appointed or recommended by the Associate/Assistant Directors and/or Graduate Research Assistant (GRA).
Section 4. Requirements of Candidates for Cultural Representatives
All candidates for CR must represent organizations in good standing and themselves be students in good standing with the university and with USAC. They must also be able to meet the requirements and duties of the office for which they express candidacy.
Section 5. Requirements & Duties of the Cultural Representatives shall be:
a. Upperclassmen (30 or more credit hours)
b. Minimum 2.6 GPA
c. Previous USAC experience as a delegate
d. Leadership experience with student organizations
e. Knowledgeable of organizational dynamics.
f. Knowledgeable about University and USAC Organizations.
2. Duties
a. Serves from September to May or when no longer be supported by budget
b. Wages paid up to but no more then 5 hours per week.
c. Function as a liaison between the USAC organizations and the MSA office
e. Must maintain adherence to constitution
f. Correspond with organizations and other entities of the community
g. Attend USAC meetings
h. Make recommendations to the GRA on funding for student organizations
i. Represent USAC at university events
j. Distribute minutes and agenda by e-mail and hardcopy to delegates of members organizations prior to each USAC meeting
k. Attend at least one meeting per semester of each member organization
l. Must attend all Bobcat Days
m. Must attend the Student Leader Reception, hosted by the president, held in the spring semester
Article V: Meetings
Section 1. USAC shall meet twice a month, at a location to be determined by the council.
Section 2. The Cultural Representative’s meetings will be once a week, at a location determined by the CR’s, GRA, and Associate/ Assistant Directors.
Section 3. Special meetings may be called at the discretion of the Cultural Representatives or upon majority affirmative vote of the board or council delegates.
Article VI: Amendments to the Constitution
Section 1. Proposed amendments to the constitution or its by-laws must be presented in writing, tabled for one week and voted upon at the next meeting.
Section 2. A two-thirds (2/3) vote from organization members shall be required for ratification
Article VII: Advisor Selection:
Section 1. USAC shall be advised by the Associate/ Assistant Directors of the Multicultural Student Affairs Office and the Graduate Research Assistant.
